Type: kshetra
Scene: Brahmā instructs with raised teaching hand; behind him, symbolic clouds and rain over green fields for dharmic rule, and parched land for sinful rule—split-panel allegory.
Public welfare (like rain) is tied to the ruler’s dharma; moral governance sustains cosmic and social order.
The teaching occurs within the Kāśīkhaṇḍa’s Kāśī narrative, connecting dharmic rule to the sacred order upheld around Kāśī.
No explicit ritual; it prescribes righteous conduct for rulers as the condition for prosperity.
