सभयं नापतत्क्षिप्रं स चेद्दंडं न चार्हति । शक्तौ राजा न शास्ता यः प्रजाबाध्यश्च भक्षकः
sabhayaṃ nāpatatkṣipraṃ sa ceddaṃḍaṃ na cārhati | śaktau rājā na śāstā yaḥ prajābādhyaśca bhakṣakaḥ
Nếu một người, dù sợ hãi, không mau chóng tìm nơi nương tựa, thì người ấy không đáng chịu hình phạt của vua. Nhưng một vị vua, tuy có quyền lực mà không ngăn điều ác, thì chính mình thành kẻ nuốt chửng—kẻ áp bức làm hại thần dân của mình.
