It highlights Śiva as Parameśvara whose grace brings auspiciousness and joy, and it emphasizes bhakti as the direct means to receive His protective, devotee-centered compassion (bhaktavatsalatā).
The verse depicts the devas offering stuti to Śaṅkara as a personal, accessible Lord (Saguna). In Shiva Purana practice, such praise naturally culminates in Linga-worship as the foremost emblem through which devotees adore Parameśvara with reverence and devotion.
The takeaway is stuti and nāma-smaraṇa: praise Śiva with devotion, especially alongside japa of the Pañcākṣarī “Om Namaḥ Śivāya,” as an expression of surrender to the bhaktavatsala Lord.
