देवा ऊचुः । देवदेव महादेव भक्तानामभयप्रद । नमो नमस्ते बहुशः कृपाकर महेश्वर

The verse is a direct praise of Saguna Śiva as Devadeva and Maheśvara, supporting devotional worship (stuti/namaskāra) that commonly accompanies Liṅga-pūjā as an act of taking refuge in the Lord’s protecting presence.
