Vrata: none
Primary Rasa: bhakti
Secondary Rasa: adbhuta
It functions as a phala-śruti: it declares the spiritual efficacy of worship (pūjā) at/for these deities—Jalasvāmī and Kālamegha grant comprehensive siddhis, while Rukmiṇī grants desired aims—thereby encouraging faith-filled devotional practice within a tīrtha/mahatmya context.
Bhakti is presented as concrete worship (pūjā) directed to named deities; the verse links sincere devotional honoring with tangible grace (prasāda) in the form of siddhi and fulfillment of legitimate desires, reinforcing devotion as an effective means in Uttara-bhāga tīrtha practice.
Ritual application is implied (kalpa/ācāra): performing proper pūjā to specific deities with an understanding of intended phala (results). While no explicit śikṣā/vyākaraṇa/jyotiṣa detail is given, the verse reflects the Purāṇic ritual science of matching deity, rite, and desired outcome.
