It presents a harmonizing Purāṇic vision: Viṣṇu’s ordering power establishes Śiva in a sacred locus, indicating unity of divine functions within a tīrtha-mahātmya framework.
By showing Viṣṇu as the establisher and maintainer of sacred divine presence, it supports Viṣṇu-bhakti as a stabilizing devotional axis while still honoring Śiva’s revered manifestation at the site.
No specific Vedāṅga technique is taught directly; the verse is primarily tīrtha-mahātmya and deity-identification (nāma/manifestation) used in Purāṇic ritual remembrance and pilgrimage practice.
