Adhyaya 27 — Madālasa’s Instruction to King Alarka: Royal Ethics, Self-Conquest, and Statecraft
प्रागात्मा मन्त्रिणश्चैव ततो भृत्या महीभृता ।
जेयाश्चानन्तरं पौराः विरुध्येत ततोऽरिभिः ॥
prāg ātmā mantriṇaś caiva tato bhṛtyā mahībhṛtā /
jeyāś cānantaraṃ paurā virudhyeta tato 'ribhiḥ
Trước hết, nhà vua phải tự thắng mình, rồi thắng các đại thần; kế đó là thuộc hạ. Tiếp theo, dân chúng phải được đưa vào sự quản trị đúng đắn; chỉ khi ấy mới nên đối địch với kẻ thù.
