Heaven gained by merit is temporary; when that merit is exhausted, one falls back into mortal existence and suffers intense remorse. Therefore, the verse points toward seeking a more enduring goal than heavenly enjoyment—steadfast dharma and liberation-oriented wisdom rather than reward-seeking.
Vyāsa is speaking reflectively about the fate of those who reach heaven through merit: after enjoying svarga, they inevitably descend when their merit ends, experiencing great sorrow and regret. On that basis he declares that he does not wish for heaven.
