उपेक्षिता हि नश्येयुगोंमिनो5रण्यवासिन: । तस्मात् तेषु विशेषेण मृदुपूर्व समाचरेत्
upekṣitā hi naśyeyur grāmiṇo ’raṇyavāsinaḥ | tasmāt teṣu viśeṣeṇa mṛdupūrvaṃ samācaret |
Bhīṣma nói: “Nếu bị bỏ mặc, dân quê—bị dồn đến cảnh sống như kẻ ở rừng—sẽ tiêu vong hoặc rời bỏ đời sống định cư. Vì thế, nhà vua phải đối đãi với họ bằng sự chăm nom đặc biệt, trước hết hãy đến với họ bằng lòng mềm mỏng.”
