Daṇḍanīti and the King as the Cause of Yuga-Order (दण्डनीतिः राजधर्मश्च युगकारणत्वम्)
यात्रामाज्ञापयेद् वीर: कल्य: पुष्टबल: सुखी । पूर्व कृत्वा विधान च यात्रायां नगरे तथा
yātrām ājñāpayet vīraḥ kalyaḥ puṣṭabalaḥ sukhī | pūrvaṃ kṛtvā vidhānaṃ ca yātrāyāṃ nagare tathā ||
Bhīṣma nói: Một vị vua có năng lực và dũng mãnh—thân thể cường kiện, binh lực sung mãn, vật lực đầy đủ—chỉ nên hạ lệnh xuất chinh sau khi đã sắp đặt chu toàn mọi việc, nhất là bảo đảm thành trì và quốc độ của mình được phòng thủ vững vàng. Khi nội trị đã yên và mọi sự sẵn sàng, bấy giờ mới tiến đánh địch theo phép trị quốc và dụng binh thận trọng.
