Daṇḍanīti and the King as the Cause of Yuga-Order (दण्डनीतिः राजधर्मश्च युगकारणत्वम्)
यात्रायां यदि विज्ञातमनाक्रन्दमनन्तरम् | व्यासक्तं च प्रमत्तं च दुर्बलं च विचक्षण:
bhīṣma uvāca | yātrāyāṃ yadi vijñātam anākrandam anantaram | vyāsaktaṃ ca pramattaṃ ca durbalaṃ ca vicakṣaṇaḥ ||
Bhishma nói: Khi khởi binh, một vị vua sáng suốt phải lập tức dò xét tình thế của địch. Nếu thấy kẻ thù không có đồng minh hay viện trợ, đang bị vướng vào chiến sự nơi khác, lơ là và suy yếu—trong khi quân mình hùng mạnh—thì bậc quân vương thiện chiến, dũng mãnh và đủ phương tiện thành công nên ra lệnh cho quân xuất chinh. Nhưng trước hết phải lo phòng thủ kinh đô và hậu phương vững chắc, rồi mới đánh địch.
