अध्याय ३५१ — उञ्छवृत्ति-व्रतसिद्धेः मानुषस्य परमगतिः
Sūrya–Nāga Dialogue on the Perfected Gleaner-Ascetic
“तुम संसारकी सृष्टिरूप अभीष्ट कार्यकी सिद्धिके लिये ब्रह्माजीके भीतर प्रवेश करो।' ईश्वरका यह आदेश पाकर बुद्धि शीघ्र ही ब्रह्माजीमें प्रवेश कर गयी ।।
vaiśampāyana uvāca | tvaṃ saṃsārasya sṛṣṭirūpam abhīṣṭa-kārya-siddhaye brahmaṇaḥ antar praviśa | īśvarasya etad ājñāṃ prāpya buddhiḥ śīghraṃ brahmaṇi praviśya gatā || athīnaṃ buddhi-saṃyuktaṃ punaḥ sa dadarśa hariḥ | bhūyaś caiva vacaḥ prāha—sṛjema vividhāḥ prajāḥ ||
Vaiśampāyana nói: “Để hoàn thành công việc được mong cầu—sự tạo dựng trong vòng luân chuyển của thế gian—hãy nhập vào Brahmā.” Nhận lệnh của Đức Chúa, Buddhi liền mau chóng nhập vào Brahmā. Khi Brahmā đã được ban năng lực trí tuệ về việc sáng tạo, Hari lại nhìn Ngài với ánh mắt ân từ và nói thêm: “Giờ đây, hãy tạo ra muôn loài chúng sinh, đa dạng và sai khác.”

Creation and governance of the world proceed through divinely instituted order: the Lord empowers Brahmā by installing buddhi (discerning intelligence), and then commands the generation of diverse beings. Ethically, it implies that right action (kārya-siddhi) requires proper inner faculty—clarity and intelligence aligned with higher injunction.
The Lord instructs personified Intelligence (buddhi) to enter Brahmā so that Brahmā may be capable of creation. Once Brahmā is united with this creative discernment, Hari looks upon him again and directs him to create the various classes of living beings.
