Gaṇānāṃ Vṛttiḥ — On the Sustenance and Cohesion of Assemblies
Gaṇa-nīti
चारमन्त्रविधानेषु कोशसंनिचयेषु च । नित्ययुक्ता महाबाहो वर्धन्ते सर्वती गणा:
cāramantravidhāneṣu kośasaṃnicayeṣu ca | nityayuktā mahābāho vardhante sarvatī gaṇāḥ ||
Bhishma nói: Hỡi Yudhishthira, bậc dũng sĩ cánh tay hùng mạnh! Khi các thành viên của một cộng hòa luôn chuyên cần trong việc tình báo và ngoại giao, trong những cuộc nghị bàn kín vì lợi ích quốc gia, trong việc đặt ra pháp lệnh, và trong việc tích lũy quốc khố, thì họ thịnh vượng khắp mọi bề. Ý nghĩa đạo lý là: sự cảnh giác chung, lời bàn có kỷ luật, và tài chính công bền vững chính là nền móng của một chính thể hưng thịnh.
