Sūta (narrating the episode to the sages; the quoted declaration is by the immediate actor within the narrative)
It asserts Īśāna/Bhava as the supreme Pati whose sovereignty can encompass the cosmic functions attributed to Brahmā and Viṣṇu—supporting Linga-worship as devotion to the transcendent Lord beyond all offices.
Śiva-tattva is implied as all-pervading (sarvam īśānam) and capable of assuming or overruling the roles of creator and preserver; in Shaiva Siddhānta terms, Pati is independent, while other powers are subordinate offices within his lordship.
No specific rite is prescribed in this line; the takeaway aligns with Pāśupata discipline: powers and statuses are not ends in themselves—true yoga is recognition of Pati’s supremacy and surrender of the paśu beyond pāśa (bondage).
