युगाक्षकोटिस्त्वेतस्य वातोर्मिस्यन्दनस्य तु कीले सक्ता यथा रज्जुर् भ्रमते सर्वतोदिशम्
yugākṣakoṭistvetasya vātormisyandanasya tu kīle saktā yathā rajjur bhramate sarvatodiśam

It frames the universe as a revolving mechanism driven by forces of time and motion; in Linga worship the devotee fixes awareness on Pati (Shiva) as the unmoving support, transcending the whirl of worldly change.
By implication Shiva-tattva is the steady ‘peg’ (adhiṣṭhāna) while phenomena—yugas, winds, and waves—circle restlessly; Pashu becomes free when it knows the Pati as the motionless ground beyond kāla.
A Pāśupata-style contemplative practice: observe the turning of time (yuga-cakra) like a rope whirling, and remain established in the inner stillness aligned with Shiva, loosening pasha (bondage).
