तेषां किल्बिषमदण्डकरा हरन्त्ययोगक्षेमावहाश्च प्रजानाम् ॥ कZ_०१.१३.०८ ॥

Transliteration

teṣāṃ kilbiṣamadaṇḍakarā harantyayogakṣemāvahāśca prajānām

Translation

Nhưng những (vị vua) ấy mắc tội nếu họ thu tiền phạt và thuế mà không đem lại phúc lợi và an ninh cho dân.
