राज्ञश्च प्रकृतीनां च कल्पयेदन्तरा स्थितः ॥ कZ_०४.१०.१८च्द् ॥
Transliteration
rājñaśca prakṛtīnāṃ ca kalpayedantarā sthitaḥ
Translation
Đứng ở giữa (hai bên), ông ta phải điều chỉnh (mức phạt) xét đến cả nhà vua và thần dân (các thành tố của quốc gia).
