मुख्येषु त्वेषां दाण्डकर्मिकवच्चेष्टेत ॥ कZ_०९.६.०५ ॥
Transliteration
mukhyeṣu tv eṣāṃ dāṇḍakarmikavad ceṣṭeta
Translation
Trái lại, ông ta nên xử lý những kẻ cầm đầu của họ, hành động như người thi hành hình phạt (với biện pháp trừng phạt tập trung).
