विना तेन स गम्यः स्यान्नीचानामपि सत्वरम् । एतस्मात्कारणाद्भूपाः करं गृह्णंति लोकतः
vinā tena sa gamyaḥ syānnīcānāmapi satvaram | etasmātkāraṇādbhūpāḥ karaṃ gṛhṇaṃti lokataḥ
