The verse presents Shiva as the ultimate causal principle behind the universe’s diversity and the experience of good and bad results, while implying that liberation comes from knowing Him as the transcendent Pati beyond these dualities.
Since Shiva is taught as the inner cause working through creation’s powers, the Linga serves as the accessible Saguna symbol through which devotees contemplate that one Lord who manifests all forms yet remains beyond form.
A practical takeaway is japa of the Panchakshara (Om Namaḥ Śivāya) with steady meditation that Shiva is the witness and inner controller of karmic opposites (śubha/āśubha), supported by Shaiva disciplines like bhasma (tripuṇḍra) and Rudrāksha where customary.
