It places cosmic order (anukrama) at the foundation of creation: beings arise through appointed progenitors, yet in Shaiva Siddhanta their power to create is ultimately dependent on Pati (Shiva), the supreme Lord who governs the unfolding of the worlds.
By listing Prajapatis and seers, the text frames creation as an ordered manifestation; Linga worship centers the devotee on Saguna Shiva as the Lord of that order—beyond progenitors like Daksha—so devotion is directed to the source rather than merely to created hierarchies.
A practical takeaway is to cultivate smaraṇa (recollection) of Shiva as the inner ruler of all lineages and cosmic functions—supporting japa of the Panchakshara (Om Namaḥ Śivāya) while contemplating that all creative powers operate by His grace.
