It teaches that Shiva-worship may be performed with an ordered, consecrated structure (āvaraṇas and directions), honoring cosmic principles like Brahmā, Hiraṇyagarbha, and Virāj as subordinate supports within a Shaiva framework where Shiva remains the supreme Pati.
In Linga/Saguṇa-Śiva worship, ancillary deities and cosmic powers are often placed in protective ‘enclosures’ around the main deity; this verse indicates that such honors are performed as part of the ritual mandala, without displacing Shiva as the central object of worship.
It suggests āvaraṇa-pūjā (worship through concentric ritual enclosures) with directional placement—east for Hiraṇyagarbha and south for Virāj—performed as a preparatory or accompanying sequence to the main Shaiva worship, ideally alongside mantra-japa (such as the Panchakshara).
