Tattva Level: pati
Shiva Form: Sadāśiva
Shakti Form: Tārā
Role: liberating
It defines the highest Śakti as subtle consciousness while affirming her transcendence beyond ordinary mental activity, pointing the seeker toward realization of Śiva-tattva as the ultimate ground of liberation.
In Saguna worship (such as Linga-pūjā), the devotee approaches Śiva through form; this verse clarifies that the inner truth of that worship culminates in Śiva-tattva, where Śakti is realized as supreme and beyond conceptual thought.
A contemplative practice is implied: steady japa of the Pañcākṣarī (Om Namaḥ Śivāya) with inward absorption, letting go of discursive thinking to rest awareness in Śiva-tattva.
