अर्थशास्त्रं परं तस्माद्विद्या ह्यष्टादश स्मृताः । अष्टादशानां विद्यानामेतासां भिन्नवर्त्मनाम्
arthaśāstraṃ paraṃ tasmādvidyā hyaṣṭādaśa smṛtāḥ | aṣṭādaśānāṃ vidyānāmetāsāṃ bhinnavartmanām
پس اس لیے ارتھ شاستر کو برتر مانا گیا ہے؛ اور بے شک اٹھارہ علوم یاد کیے گئے ہیں۔ یہ اٹھارہوں فنون اپنے اپنے جداگانہ راستوں پر چلتے ہیں۔

Sthala Purana: No Jyotirliṅga setting; the verse continues the taxonomy of vidyās, emphasizing plurality of disciplines with distinct methodologies—typical of a pedagogical preface.
Significance: Indirect: encourages disciplined discernment (viveka) in the bound soul (paśu) by recognizing diverse śāstric paths, ultimately to be integrated under Śiva-oriented dharma.
It acknowledges the diversity of human learning (eighteen vidyās) and their distinct methods, implying that while worldly sciences like arthaśāstra guide life in society, the Vāyavīya discourse ultimately points beyond them toward Shiva (Pati) as the highest principle and final refuge.
By situating even eminent worldly knowledge within a broader hierarchy, it supports the Shaiva view that all pursuits find their completeness when offered to Saguna Shiva through worship—Linga-upāsanā becomes the integrating center that purifies intention and turns knowledge toward liberation.
A practical takeaway is to consecrate learning and daily duties through Shiva-oriented discipline—regular japa of the Panchākṣarī (Om Namaḥ Śivāya) before study/work, and offering the fruits of one’s artha and actions to Shiva.
