Sthala Purana: Not a Jyotirliṅga legend; the verse advances the Kumāra narrative: Śiva’s son acts as divine agent, coordinating gaṇas via messengers under the urging of devas and ṛṣis.
Significance: Highlights divine governance: when cosmic order is threatened, Śiva’s household (Kumāra/Skanda and gaṇas) mobilizes—invoked in pilgrimage as assurance of protection and right-order.
It highlights dharmic cooperation: devas, sages, and even nature (the mountains) align to prompt Shiva’s son to act, showing that righteous action arises when one moves in harmony with Shiva’s cosmic order.
The verse reflects Saguna Shiva’s governance through his family and gaṇas—devotees revere the Linga as Shiva’s living presence, and this presence is also expressed through his divine order carried out by attendants and emissaries.
A practical takeaway is sankalpa with japa: take a clear resolve and support it with Panchakshara mantra japa (“Om Namaḥ Śivāya”), cultivating disciplined action in service of Shiva’s will.
