सभयं नापतत्क्षिप्रं स चेद्दंडं न चार्हति । शक्तौ राजा न शास्ता यः प्रजाबाध्यश्च भक्षकः
sabhayaṃ nāpatatkṣipraṃ sa ceddaṃḍaṃ na cārhati | śaktau rājā na śāstā yaḥ prajābādhyaśca bhakṣakaḥ
جو خوف زدہ ہو کر بھی فوراً پناہ نہیں لیتا، وہ بادشاہ کے دَند کا مستحق نہیں۔ مگر جو بادشاہ اختیار رکھتے ہوئے بھی بدکاری کو نہ روکے، وہ خود رعایا کو ستانے والا بھکشک، یعنی ظالم بن جاتا ہے۔
