The verse foregrounds śaraṇāgati—taking refuge/surrendering to Viṣṇu—as the starting point for asking about the cause of “sadgati” (true good destiny or the right spiritual end).
The first sentence is spoken by an unnamed speaker who has approached Viṣṇu for guidance; the second sentence explicitly begins Viṣṇu’s reply (“viṣṇur uvāca”).
It models humility and teachability: one seeks higher guidance through surrender and inquiry, and the teacher (Viṣṇu) answers by grounding instruction in prior deeds and earlier context (“pūrvam eva…”).
