It teaches that mantra-sādhana becomes effective when the mantra is ‘siddha’ (properly empowered through correct practice), and that invoking Oṁ and Bhagavān with reverence is central to obtaining both worldly aims and spiritual steadiness.
By centering the formula on ‘namo bhagavate’—a direct act of surrender and praise—it frames mantra practice as devotion to Bhagavān (commonly understood as Viṣṇu), with Kamalā (Lakṣmī) indicating auspicious divine grace supporting bhakti.
It reflects technical mantra-vidhi: correct sequencing of mantra components (Praṇava + specific śakti-nāmas + salutation to Bhagavān), a hallmark of applied ritual science discussed alongside Vedāṅga-style disciplines in Book 1.3.
