It elevates sacred water as a cosmic principle of purification—so potent that it sanctifies even Brahmā and the devas—implying that purity ultimately descends from a transcendent, supra-cosmic source.
By portraying a purifying stream that cleanses even the highest beings, the verse supports a Bhakti theme: grace and sanctification are received through contact with the sacred (tīrtha, pāvana-jala), fostering humility and reliance on divine purification rather than personal status.
Primarily Kalpa (ritual discipline): it underpins the ritual use of sanctified water (ācamanā, prokṣaṇa, snāna) as a means of purification, while framing such practices within a cosmological doctrine of pāvanatva (purifying power).
