Adhyaya 85 — The Gods’ Hymn to the Goddess and the Emergence of Kaushiki; Shumbha Sends His Envoy
या देवी सर्वभूतेषु भ्रान्तिरूपेण संस्थिता ।
नमस्तस्यै नमस्तस्यै namastasyai namo namaḥ ॥
yā devī sarvabhūteṣu bhrāntirūpeṇa saṃsthitā / namastasyai namastasyai namastasyai namo namaḥ

Even error and confusion are not outside the Divine; therefore arrogance about one’s certainty is misplaced. Ethically, it urges humility, careful discernment (viveka), and reliance on dharma and devotion to cross delusion.
Again, stuti within narrative. It provides metaphysical explanation for bondage (bhrānti) that motivates the purāṇic aim of guiding beings toward dharma and liberation.
Bhrānti is śakti’s veiling function (āvaraṇa): the power that makes the infinite appear as limited. Recognizing it as Devī transforms ‘ignorance’ from mere defect into a cosmic function that can be transcended through her grace.
