antaḥ prakāśās te sarve āvṛtās tu parasparam /
tam apy asādhakaṃ matvā dhyāyato 'nyas tato 'bhavat ||

Inner capacity alone is insufficient when obscured by interlocking limitations (mutual veiling). The verse hints that social/psychic entanglement can conceal innate clarity, requiring a different order of being for fuller expression.
Sarga: evaluation of a created order and the impetus for a subsequent emanation.
Mutual veiling suggests that individual lights can be eclipsed by collective patterns (saṃskāras, instincts). It anticipates the need for a ‘higher current’ (ūrdhva-srotas) where transparency predominates.
