Sa pagninilay sa dalawang iyon, doon mismo ay sumibol ang walang kapantay na debosyon kay Śiva—banal at makalangit, nagkakaloob ng dakilang moksha, at nagbibigay ng ganap na kaligayahang ānanda.

Role: liberating
It teaches that parā-bhakti (supreme devotion) to Śiva is itself divya (grace-filled) and becomes the direct means to mahāmokṣa—liberation accompanied by the experience of complete spiritual bliss.
The verse emphasizes devotion directed to Śiva in an accessible form; in the Shiva Purana this is commonly expressed through Saguna worship such as Śiva-liṅga pūjā, where focused contemplation matures into liberating bhakti.
A clear takeaway is contemplative remembrance of Śiva alongside steady bhakti—practically supported by japa of the Panchakshara (Om Namaḥ Śivāya) and simple Śiva-pūjā, which the text treats as conducive to moksha and inner ānanda.
