It frames Linga-oriented sādhanā within a precise Shaiva cosmology: worship and vows gain meaning when aligned to kāla (time), from savana-based ritual timing up to kalpa-scale cycles in which the Linga manifests and is re-established.
By cataloging time-measures up to Brahmā’s kalpa, it implies Shiva as Pati beyond these measures—Time is a created order, while Shiva-tattva is the transcendent ground in which creation appears and dissolves.
The mention of savana points to Vedic-aligned ritual scheduling (daily rites and observances). In Shaiva usage, it supports disciplined timing for pūjā, japa, and vrata—preparatory structure for Pāśupata-style sādhanā.
