अन्यैरमात्यगुणैरयुक्ता ह्येते ॥ कZ_०१.८.१५ ॥

Transliteration

anyair amātyaguṇair ayuktā hy ete

Translation

Sapagkat ang mga ito (mga tagaganap ng gawain) ay maaaring kulang pa rin sa iba pang mga katangiang kailangan para sa mga ministro.
