ในกาลก่อน คือระหว่างยุคแห่งจักษุษมนู เป็นดังนี้ดังที่เล่าขานมาแต่โบราณ; แต่ในไววัสวตมนวันตระนี้เอง สถาบันทั้งปวงเหล่านี้จึงบังเกิดขึ้น และที่ใดใดซึ่งพื้นดินบังเอิญราบเสมอ ที่นั่นแลผู้คนจึงตั้งถิ่นฐาน
