เมื่อมหาตมะผู้นั้นได้สร้างนครนั้นขึ้น ณ ที่นั้นแล้ว—โอท่านทวิชะทั้งหลาย—ในกาลนั้นเอง เทวีพระนางจึงถูกประดิษฐานเพื่อคุ้มครองนครนั้น
