สูตะกล่าวว่า “ครั้นกางเฆยะ (ภีษมะ) ได้สถาปนาหมู่เทวะสี่องค์อันเป็นบุญกุศลแล้ว ต่อจากนั้นจึงสถาปนาพระคงคา ผู้เป็นตรีปถคามินี—ไหลไปตามสามภพ คือสวรรค์ มนุษยโลก และบาดาล”
