—สำหรับผู้ที่เกิดในต่างแดน หรือผู้ที่เกิดที่นั่นอีกครั้ง (ในถิ่นต่างประเทศนั้น); สำหรับผู้ที่ไม่รู้สายสกุลฝ่ายบิดา และผู้ปรารถนาสถานะสามัญเพื่อให้ได้รับการยอมรับในหมู่ชน
