ยมได้เรียกพวกจัณฑาลเหล่านั้นมา แล้วแต่งตั้งให้เป็น ‘ผู้นำแห่งบาป’ (ปาตกะ-นายกะ) มอบอำนาจเพื่อการขยายและการปกครองนรก
