It teaches adhikāra (spiritual eligibility): the deepest śaiva truths and the Lord’s sacred potency should be shared only with qualified, devoted seekers, preserving sanctity and ensuring the teaching bears fruit.
Linga and Saguna-Śiva worship are powerful disciplines; the verse stresses that their inner meanings, mantras, and esoteric praises are to be transmitted within devotion and proper discipleship, not as casual information.
It implies receiving Shaiva practice through proper guidance—diksha and disciplined japa (e.g., Pañcākṣarī), along with orthodox observances like bhasma (tripuṇḍra) and devotion—rather than public or indiscriminate instruction.
