It highlights a Shaiva Siddhanta principle: fulfillment comes through honoring the Lord’s ājñā (divine command) and receiving anugraha (grace), often mediated by Shiva’s sacred retinue who act in alignment with Pati (Shiva).
The verse emphasizes Saguna Shiva’s personal governance—Shiva issues ājñā and His devotees (like the Gaṇas) carry it out. In Linga-worship, the devotee similarly approaches Shiva as the accessible Lord whose grace manifests through His ordained order.
A practical takeaway is to begin worship by seeking Shiva’s permission and offering reverence (satkāra) with bhakti—such as japa of the Panchākṣarī (Om Namaḥ Śivāya) and prayer for anugraha before requesting any kāṅkṣita (desired spiritual aim).
