It emphasizes śaraṇāgati (reverent surrender): by honoring the divine command of Śiva (with Śakti), the devotee seeks grace—both the fulfillment of a righteous wish and steadfastness in continual worship, which is a direct means to purification and liberation in Shaiva Siddhanta.
The verse supports Saguna upāsanā through nitya-arcana (daily ritual worship). In practice this devotion is commonly expressed through Śiva-liṅga pūjā—offering water, bilva leaves, and mantra—while recognizing that the protecting “astra” power is Śiva’s grace acting within form for the devotee’s welfare.
A daily discipline of Śiva-arcana with a clear sankalpa (intent), supported by japa of the Pañcākṣarī (“Om Namaḥ Śivāya”) and a protective bhāva—seeing Śiva as the inner guardian (astra-śakti) who removes obstacles and binds the mind to devotion.
