It teaches that while people may speak of Śiva and Śakti as male and female, the higher view is their inseparable unity—Śakti is not separate from Śiva but His inherent Supreme Power, central to Shaiva Siddhanta’s understanding of Pati (the Lord) and His divine potency.
In Linga worship, Śiva is revered as the supreme consciousness while Śakti is His ever-present power; the verse supports seeing the Linga not as a mere form but as the living union of Śiva-Śakti, where Saguna worship leads the devotee toward realizing their inseparability.
Meditate on Śiva with Śakti as non-different—japa of the Panchakshara mantra “Om Namaḥ Śivāya” while contemplating that the Lord’s grace-power (Śakti) is inseparable from Him; this supports inner yoga and devotion rather than mere conceptual duality.
