उत्तिष्ठोत्तिष्ठ देवेश उत्तिष्ठ हृदयेशय । उत्तिष्ठ त्वमुमास्वामिन्ब्रह्माण्डे मंगलं कुरु

It portrays Śiva as both the transcendent Lord and the immanent Hṛdayeśa (Inner Ruler). From a Śaiva Siddhānta lens, all auspicious order (maṅgala) in the cosmos and in the soul’s path arises when Pati (Śiva) is invoked to awaken grace and right functioning.
The verse addresses Śiva personally—Deveśa and Umāsvāmin—highlighting Saguna devotion that seeks maṅgala for the world. In Linga-worship, this same Lord is approached as the visible sign (liṅga) of the indwelling Reality who blesses the universe and the heart.
A practical takeaway is morning or festival (e.g., Mahāśivarātri) invocation of Śiva with bhakti—reciting such awakening prayers, followed by pañcākṣarī japa ("Om Namaḥ Śivāya") and offering water/bhasma as a request for inner and outer maṅgala.
