The verse contrasts external honor in a sacrificial assembly with the Shaiva ideal of worship centered on Śiva (often through the Liṅga as Saguna focus). In the Dakṣa narrative, ritual grandeur without reverence for Śiva becomes spiritually incomplete and ultimately destabilizing.
It implies the need to purify ritual with devotion and humility—practically expressed in Shaiva practice by beginning worship with the Pañcākṣarī mantra (Om Namaḥ Śivāya) and offering with inner surrender rather than mere social formality.
