It highlights śuddhi (purification) joined with kṛpā (compassion): sacred Gaṅgā water and tulasī—both strongly associated with Viṣṇu-bhakti—are used as purifying, pacifying substances even for hostile beings.
Tulasī is a foremost emblem of devotion to Viṣṇu; mixing it with Gaṅgā water shows bhakti expressed through simple sacred materials and compassionate action, not merely through punishment or aversion.
Ritual practice (kalpa/ācāra) is implied: the use of tīrtha-jala (Gaṅgā water) and tulasī in sprinkling (prokṣaṇa) as a rite of purification and appeasement within dharmic procedure.
