वैशम्पायन उवाच
The verse underscores dharmic protocol in public life: a ruler (or host) should honor both temporal authority (kings) and spiritual-intellectual authority (Brāhmaṇas) through proper, respectful invitation and arrangement, maintaining social harmony and legitimacy.
After a preceding development, the central figure in the episode sends swift messengers to invite a broad assembly—specifically other rulers and Brāhmaṇas—indicating preparation for a formal gathering such as a council, ceremony, or major public event.
