Cause of Kalmāṣapāda’s Niyoga under a Curse
ततः पुरे च राष्ट्र च वनेषूपवनेषु च । आदिदेश महीपालस्तमेव सचिवं तदा,उन दिनों भूपालने नगर, राष्ट्र वन तथा उपवनोंकी देखभाल एवं रक्षाके लिये मन्त्रीको ही आदेश देकर विदा किया
tataḥ pure ca rāṣṭre ca vaneṣūpavaneṣu ca | ādidēśa mahīpālas tam eva sacivaṃ tadā ||
แล้วพระราชาทรงมีพระบัญชาแก่เสนาบดีผู้นั้นให้ดูแลและพิทักษ์นครและแว่นแคว้น ตลอดจนป่าและอุทยานทั้งหลาย
वसिष्ठ उवाच
A king’s dharma includes comprehensive protection and orderly governance—extending from the city and the wider realm to forests and groves—implemented through responsible delegation to capable ministers.
Vasiṣṭha narrates that the king, at that moment, instructs his minister to take charge of guarding and managing the city, the kingdom, and surrounding natural domains, and then sends him off to carry out those duties.
