भुवनकोशविन्यासनिर्णयः (ज्योतिर्गति-वृष्टिचक्र-वर्णनम्)
क्ष्मायां सृष्टिं विसृजते ऽभासयत्तेन भास्करः तोयस्य नास्ति वै नाशः तदैव परिवर्तते
kṣmāyāṃ sṛṣṭiṃ visṛjate 'bhāsayattena bhāskaraḥ toyasya nāsti vai nāśaḥ tadaiva parivartate
บนแผ่นดิน พระองค์ทรงแผ่ขยายสรรพสิ่งที่ถูกสร้าง และด้วยเหตุนี้เองพระอาทิตย์จึงส่องสว่างมัน น้ำหาได้สูญสิ้นไม่; ณ ขณะนั้นมันเพียงแปรสภาพเท่านั้น

Shiva-tattva is implied as the sovereign regulator of sṛṣṭi and the lawful transformations (parivarta) of the bhūtas; change occurs in the field of manifestation, while the governing principle (Pati) remains the ultimate ground.
A contemplative practice is suggested: in Pashupata-oriented meditation, the sādhaka observes impermanence as transformation (not nihilistic destruction), cultivating vairāgya and steadiness in devotion to Shiva as Pati.
