Sutra 19

अपूर्वस्य संधेः सानुबन्धैः सामादिभिः पर्येषणं समहीनज्यायसां च यथाबलमवस्थापनमकृतचिकीर्षा ॥ कZ_०७.६.१९ ॥

apūrvasya saṃdheḥ sānubandhaiḥ sāmādibhiḥ paryeṣaṇaṃ samahīnajyāyasāṃ ca yathābalam avasthāpanam akṛtacikīrṣā

‘นโยบายที่ยังไม่ลงมือทำ’ (อกรฺตจิกีรฺษา): สืบเสาะความเป็นไปได้ของสนธิสัญญาใหม่โดยใช้สี่อุบาย (การเกลี้ยกล่อม, การให้, การแตกแยก, การใช้กำลัง) พร้อมมาตรการประกอบ; และจัดวาง/ทำให้มั่นคงซึ่งฝ่ายที่เสมอ ด้อยกว่า หรือเหนือกว่า ให้สอดคล้องกับกำลังของตนเอง।
